Planets that are ''cloaked'' cannot fight. The description of the word ''cloaked'' in a dictionary is as follows:

1.A loose outer garment, such as a cape.
2.Something that covers or conceals: a cloak of secrecy.

Well when we are thinking about #2, it says that it conceals it. But a cloaked planet is not concealed. Its not secret either. So cloaked planets should be hidden. This might seem unimportant but its true.

That would make it very easy not being attacked.

Now you have to spend all your mp in a cloak generator, but when you use a decloakingdevice you can kill the cloak generator just as the buildings.

If you don't want to fihgt, don't play a wargame.

It is not the planet that gets cloaked but the fleets including the base "fleet" with includes structures (they are class 4 after all)
So the definition of cloaking still applies

The manual:

cloak generator (class 4 ship)
a huge station that orbits your planet and
surrounds it with a cloaking shield.

attack/life: 0/2000
manpower: 4850

it has a cloaking device

researchtime: 1 d
buildingtime: 1 d 12 h

needed research:
research center

It surrounds the planet in a cloaking shield. the entire planet

I assume they mean the fleets present at the planets. Instructions for this game have got to be very difficult to word properly to avoid confusion.

And I bet the non-english translations really are troublesome

but i could explain it without confusion:

This ship orbits your planets and surrounds class 1 through 4(including buildings and itself) with a cloaking shield.

I think what you said is false. You cant decloak a PLANET, just a fleet.

It is the entire PLANET. But why would be usefull that your entire planet gets hidden?after you decloak your self your planet must be shown. So i dont know what is this topic about
