Is it allowed to send like 1 1 1 1 fleet to encounter other fleet what could be mayby 1 0 1 1 or sumthing like that for just testing how ship abilities exactly work?

Of course this is allowed.
Just try to do it with your ally members, so that you don't get any advantage.
Some people do such things with multis to gain points, that of course is not allowed *g*. |
