i thought it would be nice to divide some work on two playas.

the alliance leader simply decides which player is CoW.

if he thinks he is the best leader and the best CoW he decides that he will be leader and CoW.

if the alliance thinks this guy is to greedy, they could vote another leader, or they tell him: not that way! dear leader, we want player xyz as CoW.

or they think oright, hes very active and clever , hes gotta do it!

i think the same: the leader should vote the CoW.

but i think the leader should not be able to vote himself as a CoW.

so there are always two responsible playas in every alliance

As I suggested already,
there should be more than one leading-person in an Alliance.
One for the tactics who knows where the fleets are and so he can make suggestions where they should attack and how to get to xyz the easiest way.
One for the promotions so there are people join the alliance.

And the "normal" leader who elects the two officers.
